本文利用保定市1949 2000年主要农作物的种植面积与产量统计资料，在分析了历年种植结构变化、单产变化的基础上，明确了历年粮食总产变化情况，计算了历年粮食生产的总需水量及其变化；根据农作物的雨水资源的变化规律，分析了历年用于粮食生产的有效降水量；得出了保定市农业用水量从90年代中后期大幅度增加而有效降雨量的明显减小，是造成保定市水资源供需矛盾突出的主要原因之一。
