Article 52 whoever , in violation of the provisions of article 28 of this law , installs new coal heating boilers in the urban areas covered by central heating pipelines or networks shall be ordered to stop the illegal act or make rectification within a time limit and may be imposed upon a fine of not more than 50 , 000 yuan by the administrative department of environmental protection under the local people ' s government at or above the county level 第五十二条违反本法第二十八条规定，在城市集中供热管网覆盖地区新建燃煤供热锅炉的，由县级以上地方人民政府环境保护行政主管部门责令停止违法行为或者限期改正，可以处五万元以下罚款。
