This thesis is supposed to make a research on the industrial conglomeration of the economic zone of fujian , guangdong and jiangxi provinces . firstly , make an empirical research on the industrial structure and industrial essence of the zone . the research finds that the industrial structure and the essence of the zone are low on the whole , the relation among the corporations is loose 首先通过实证方法，对闽粤赣经济区的产业结构和产业素质进行现状研究，研究发现，闽粤赣经济区的产业结构和产业素质总体偏低，企业存在相互之间缺乏有机联系、各自为政的问题，说明在“闽粤赣”经济区进行产业集聚研究的重要性。
Sencond , distinguish the function of organizations and agencies . third , optimize the establishment of functional department . fouthly , combine the centralization and divident of power , the authority assignment matches the service development ; at last , reorganize the branch offices following the economic zone and the efficiency principle 一是提高组织层次运行效率,二是明晰组织机构功能定位;三是优化职能部门的设置;四是集权与分权相结合,权力分配与业务发展相匹配;五是按经济区划和效率原则重组分支机构。
