From the subject perspective of rural sociology 、 ethnic sociology and economic sociology , the characters 、 the decision mode 、 the social effects of agricultural labor force mobility of muyeli community of dongxiang people have been studied systematically . in the light of the plights of agricultural labor force mobility of the community , some constructive countermeasures have been provided 本文从农村社会学、民族社会学、经济社会学等学科视角出发，对东乡族苜叶里社区农业劳动力流动的特征、决策模型、社会影响等方面进行了系统的研究，并针对该社区农业劳动力流动的困境，提出了一些建议性对策。
In the third part , in accordance with the limitations and by making good use of the advantages of agricultural development in wuhua county , the paper proposes strategies and concrete measures , which includes : to increase the agricultural investment by improving the agricultural investment mechanism ; to adjust agricultural property structure according to market orientation and the principle of priority ; to adopt measures to promote agriculture by applying scientific and technological advances so as to increase the science and technology content of agricultural products ; to divert the surplus agricultural labor force so as to ease the contradiction between a big population and the deficient land ; to synthesize the regulation and exploitation of mountain , water conservancy , forestry , farmland and roads and to promote coordinative development of agricultural ecosystem , economy and society , etc 辩识出五华县农业可持续发展的主要限制因子有：农业投入落后、结构优化度不高、科技提升能力不强、人地矛盾突出、农村工业化水平低。文章第三部分针对五华县农业可持续发展的主要限制因子，结合五华县农业发展的优势，提出今后五华县农业发展的对策和具体措施。主要包括：通过完善农业投入机制，增加农业投入；依据比较优势原理，以市场为导向，调整农业结构；落实科技兴农措施，提高农产品科技含量；转移农业剩余劳动力，缓解人多地少的矛盾；搞好山水林田路综合治理开发，促进农业生态、经济、社会协调发展等。
Based on the analysis of macroscopic economic reason of transferring of agricultural surplus - labor among industries , a model which can explain the economic action of transferring of agricultural labor among industries is put forward , and according to which a dynamic model is set up to simulate the transferring of agricultural surplus - labor among industries 本文在分析农业剩余劳动力产业间转移的宏观经济原因后，提出了一个阐明农村劳动力在产业间的转移的经济行为模式，认为驱使劳动力在农村农业和非农产业间转移的主要原因是产业间预期人均收入的差异。
According to the above findings and conclusions , unifies the actual situation of inner mongolia , the paper further proposed the following countermeasures : deepen the reformation on agricultural tax system ; raise the scientific and cultural qualities of the agricultural labor force ; optimize the peasant households ’ consumption level and the consumption structure 针对上述研究结果,结合内蒙古自治区的实际情况,文章进一步提出了深化农业税费体系改革、优化农户消费水平和消费结构、提高农业劳动力科学文化素质等政策建议对农户农业生产性投资行为予以矫正。
