Based on the analysis of evaluating objectives of transit comprehensive development level in respect of general level , convenience , comfort , safety , an evaluation model for transit comprehensive development level is built up by means of grey clustering analysis theory . in addition , a case study for zhanjiang city is given by using this model in this paper . the conclusion is reasonable . to some extend , it can increase the validity of the evaluation 从城市公交发展的总体水平、便捷性、舒适性和安全性等四个方面分析了城市公交发展水平的评价指标及分级标准；并在此基础上，运用灰色聚类分析方法，建立了公交发展水平评价模型，并以湛江市为例进行了实例计算
