Tbt is refers to a trade barrier which takes the national security , the environmental protection , the consumer benefit as its existing legitimate reason , the technical laws and regulations , agreement , standard and authentication system , the procedure of qualified evaluation and so on as form , originated from different technical trade measure system and science and technology development level of various countries , lack of information symmetry and international coordination , or discrimination against overseas product and so on 技术贸易壁垒是指以国家安全、保护环境、维护消费者利益为其存在的合法性理由,技术法规、协议、标准和认证体系、合格评定程序等为其外在的表现形式,基于各国技术性贸易措施的体系不同、科技发展水平不同、信息不对称、不能相互协调、或对国外产品的歧视等因素而形成的国际贸易障碍。
