It was founded by ms . jackie pullinger , who started drug rehabilitation and youth care in the kowloon walled city in 1966 . since its inception as a charity in 1981 , the society has helped numerous welfare projects in hong kong such as the society for the rehabilitation of drug abusers , and has succeeded in getting thousands of drug addicts get off and stay off drugs 创办人jackiepullinger （佩宁加）女士在一九六六年开始于九龙城寨从事戒毒和青少年的社关工作，及后于一九八一年成立圣士提反会，创立以来协办包括善导会等多项社会福利计划，帮助数以千计的吸毒人士戒除毒瘾。
