  其主要内容有：一、全面研究了中国风景名胜区的形成与总体特征、风景名胜区的生存现状，论述了对风景名胜区实施保护监管的紧迫性；二、详细阐述了风景名胜区环境评价的概念、内容及目的、强调了建立风景区环境评价指标体系的重要性、从景观、生态、社会环境三方面研究了环境评价的步骤、方法及基本指标，从而证明了通过环境评价来治理风景区的可行性；三、分析了风景名胜区环境监测的内容，并提炼出监测重点、系统论述了gis 、 rs 、 gps及遥测技术应用于风景名胜区的原理方法、技术优势等、对监测仪器做了简要概括，从而论证了利用3s及遥测技术进行保护监管的可行性；四、比较研究了国外“国家公园”管理、城市保护、环境保护等的管理经验和技术手段，提出对保护监管中国风景名胜区的启示；五、从法律、管理、技术、经营、教育五方面提出了保护与管理风景名胜区的主要对策，从而完成了保护监管风景名胜区的系统工作框架。
