  本文在对天水城镇体系范围确定的基础上，以多种区域及城市发展理论为指导，首先对天水城镇体系的历史形成过程、区域基础和经济发展现状进行了全面总结；其次，系统分析了天水城镇体系的等级规模结构，职能结构和空间结构，得出天水城镇体系目前存在的问题是：结构不合理，城镇规模小，数量少，从而为天水城镇体系的构建提供依据；再次，根据前文分析结果，提出了天水城镇体系发展的对策：强化中心城市天水市的功能，合理发展县级小城市，如秦安县、甘谷县、武山县等；大力提高重点乡镇的建设水平，积极发展一般乡镇，并促使各级城镇协调发展；最后本文提出了为落实天水城镇体系发展的保障措施。
